Woman 'Shocked' at Fined £500 for Alleged Fly-Tipping After Leaving Cabinet Outside for Reuse
A Bournemouth resident, Isabelle Pepin, was left "really shocked" after being fined £500 for fly-tipping when she left a medium-sized IKEA cabinet, which had been used for storing her son's toys, outside her home for passers-by to take, Sky News reported. Despite moving the cabinet back onto her property and eventually disposing of it after being informed by a council officer, she was surprised to receive a fine three weeks later.
Pepin recounted that an enforcement officer with a camera presented the fine and read the caution speech, causing significant stress. She had to challenge the fine through a written appeal process involving a third-party enforcement company used by Bournemouth Council.
According to Sky News, Pepin received "overwhelming support" from the local community. Multiple residents admitted they had been leaving items out unknowingly, thinking it was a proper practice and unaware it could be classified as fly-tipping. Some local councilors also contacted her with supportive messages.
Hoping for a successful appeal to revoke the fine, Pepin stated that she believes passing on items for reuse is a better approach, promoting recycling, reducing waste, and applying reuse principles to maintain a greener environment.
Bournemouth councilor Kieron Wilson emphasized the importance of taking action against fly-tipping to ensure pride in the community. Kelly Deane, the council's director of housing and communities, informed that from April 2023, a total of 73 fly-tipping penalty notices had been issued, with increases in fines due to government legislation.
